I will be building a new budget PC soon. I have an old Sony Vaio PC
(PCV-210) with a Pentium II CPU. This PC was purchased in 1999. I'm
wondering if the power supply were updated if it would be a reasonable
option to keep the case, save $50, and install a quality power supply.
Any things to consider?

Although there is nothing wrong with re-using an old case...
most of those Sony Vaio's were pretty much non-standard...
so another powersupply and motherboard might not fit.
If the case is a standard ATX form-factor you should be OK

Enough airflow for what you're going to stuff in it.
