My desktop computer (HP pavilion home PC, intel4), during summer gets
pretty noisy (as if an extra fan kiks in, and for a minute the noise
in just too much)...
since I use the computer to record songs , the noise just spoils my
sessions.
In order to cool the tower, I took off one of the 'walls" (you can see
all the components and fans inside), and the problem stopped,
specially if I put a regular small fan towards the naked/open
computer. (my English is not that good, sorry)
But now I am concern that all the internal components shouldn't be in
the open...

Being in the open doesn't matter. The temperatures do matter.

You're fine. As long as you don't have a rodent (mice or small
children) problem, you should not have an difficulties.
This usually occurs when a fan speeds up as something is getting too hot.
I would guess it's the CPU cooler fan........I would look for an aftermarket
CPU Heatsink and Fan

.... and still run with the side off, then things will be generally cooler. I
have run with the side off my PC for months now. Mainly because I didn't
quite get round to putting it back on, but also because it runs cooler and
quieter.

I'm surprised that no one has come back and mention dust issues, as running
with the side off might allow more dust to build up inside the machine, but
on the other hand, any dust floating around has as much chance of floating
back out again, so personally I don't see any difference.

The system stays cooler open because it increaes airflow.
It's the same air either way, same dust level, so more dust
enters the system but gets caught in different places more
easily like all the fans, while a case with front intake
tends to trap less and less dust in fans the further back
you go from the front intake area... though the difference
isn't much.
Something to keep in mind is that since this happened, the
need to keep case open, it should remind to choose or modify
the next case so it has better airflow closed. Another
option is to modify the side panel for a side intake fan,
easier since the panel comes off and can be cut without
putting metal debris in the case that would then need
cleaned out.
