Can this external hard drive go into stand-by mode?

I have a WD 500GB SATA2 drive in an IcyDock enclosure connected to a
Firewire port. I can't get the hard drive to go into stand-by mode. When I
tried the jumper setting the drive just flails for no apparent reason. Is
stand-by mode possible for this setup?
