Can anyone tell me if the new region 2 extended version is the same as the
region unrated version. I know the original con air is 111 mins and the new
cut is 116 mins where as the region 1 unrated is 122 mins.

Shouldn't that be about 5% faster? 17% is a huge speedup.

I agree but there is no mention on rewind that the region 2 is unrated and 6
mins sounds about right but I don't know, that is why I was asking. I cant
find another compare site to compare the region 1 and 2 extended editions.

Even 5% faster seems like it would be just a tad noticeable when, say,
people in the UK are watching a U.S. movie.
Hmm, what about vice versa? When I watch a (UK) Jonathan Creek
episode in my region-free DVD player, am I watching it 5% slower? Or
does it speed back up when it gets converted to be shown on my NTSC
TV?

You're watching it at PAL speed - it doesnt slow down.
and yes - the speedup when listening to PAL - at least to anyone with a
decent pair of ears.
a familiar song in a movie will sound very strange - even when i was a
little kid i noticed it, but never understood why until many years later.

I have never times those.
But I remember years ago when people would comment that English films
seemed slow partially because they were filmed at 25FPS and shown
[in the USofA] at 24FPS.
I have also read that those who have perfect pitch - or close to it
- can really be upset by the speed change in the music.

All theatrical films are filmed and shown at 24fps, *everywhere* in the
world. Thus, British films are shot in 24fps, even though they know the
film will eventually be sped up for the PAL video releases.
You may be thinking of British TV, which if shot on film are shot at 25fps,
much like US TV shows shot on film are shot at 30fps to sync with the TV
refresh rate. However, even British TV isn't slowed down to 24fps for the
US.
