Sounds like the laser's or optical block is kaputt.... try cleaning the laser lens first 'might' help.
Don't forget the light has to go through the lens twice.... once from the laser diode, then the modulated beam is reflected back again through the lens onto the sensor.
Seen it many times where a faulty DVD laser (optical block as they are called) will play a audio cd but not a DVD, it's usually the laser diode that goes low emission when this happens. You do get faults with the focusing unit, spindle and sled motor motor that drives the block..... If a clean won't work it's a dustbin job today.
