Default Using FlaskMpeg

I'm taking a video that I decrypted to a VOB file. (just an attorney
talking about his practice) . I want to put it on his website. After
doing some research... I read to use FlaskMpeg and I downloaded the
Faunhofer IIS Mpeg Layer 3 Codec (professional) which answered my own
audio problem.

Which Video Codec should I use?
Before you answer I did download and try to use the divX 6.7 Codec (1
logical CPU) but it was returning the AVI file way too big.

I'm not looking for super high Quality here... I have to break the
video down into parts and upload them to a site called sevenload which
allows up to 200MB at a time. I'll then take that and put into the
attorney's website.

So What I'm really asking is how do I configure, USE what options, for
Flask Mpeg. Here is the info on what I'm converting from:
Video Format: Mpeg2
Video Resolution: 720x480 Pixels
Framerate: NTSC 29.97 fps
Video Structure: Interlaced
Input File: .... Path of file of course
Audio Format: Dolby Digital
Samp. Frequency: 48000Hz
Bit Rate: 192 Kbps
Audio Mode: 2.0 Channels

Any Help Please: I'm just blindly messing with it to see what works

You might wish to consider converting the file to flash video (the kind they
use for youtube erightsoft has a free converter

You can then do a websearch for the correct code which would allow the video
to play on the website with javascript
