Total Video2Dvd V2.60 seems to open the file but its windows are
corrupted, they look transparent in some areas, its text gets
corrupted when a window is moved.

So, GraphEdit didn't find the "WMV9 Advanced Profile
Decoder" installed on your system. Since, it is a part of
Vista, it should have been registered when Vista was
installed.
Note that the "N" European versions of Vista apparently
do not have it. So, if that is your situation you might be
able to use one of the XP fixes, just a possibility.
Try a Google search using "WMV9 Advanced Profile
Vista 64" without the quotes.
As I mentioned before I can't help much with Vista
issues.

I would guess that we are talking about 2 different codecs, one for
encoding, the other for decoding, and the encoding one is provided by Sony
during their Vegas install.

I'm not sure, but Sony may register (in the Registry) their playback
(decode) and encode codecs only for Vegas Pro and not use by other programs.
