DVD (R or RW) drives typically start as region 1 in the U.S. but can be
changed to any region in the options menu. However the number of times
the region can be changed is typically limited to 5. After the fifth
region change you're locked in. Doubtless there's a fix for this, but
I'm just quoting what is the typical case.

Most if not all drives these days are rpc2 unless you've specifically taken
action like updating firmware to make it rpc1.
I guess its possible that some no name chinese brands may be coming out rpc1
out of the box.
