Default can dvdshrink convert PAL disks to NTSC disks?

Using DVD Shrink on my XP computer, can I convert a disk that is in
PAL format to a disk that would be in NTSC format? if DVDSHRINK
cannot do the conversion, is there software that can?

Nero can convert PAL to NTSC and vice versa.

Just import the files and set the output to the format you want. It is not
quick but it is good.
