OK, assuming we are still talking about MPEG then in VideoReDo
it is not so time consuming.
First, use the "QuickStream Fix" tool on the file to insure that
all the automatic correction has been applied and that all the
alienment data is written into the stream headers. That in itself
may correct your files. It should take only a few seconds to a
couple of minutes.
If that doesn't compleatly fix the problem then:
What you need to do depends on how it is "out of sync", is it the
same all the way through or does it get progressively worse?
If it is the same throughout then all that is needed is to shift the
mux of the audio and/or video streams, a remux with a correction
applied. This is also a very fast process. For this use the "Adjust
Audio..." tool. You will be winging it to some extent, in that you
use your ears and eyes and not some exact formula to set the slider
adjustment. ( Try sliding it to the left, to -215Msec. then try to the
right to +215Msec. That should let you know which way it needs
correcting, and give you a starting point for how much. ) "Close"
the box when you have it set as you want. Then just "Save As..."
the file.

This will be a great help. I understand now what needs to be done in
general and won't waste time trying to derive the time shift.
Oh good I just remembered I have a vob file laying around I can
practice on.

I would recommend you download E.M. Total Video2Dvd . Ive been using
it for make DVD from HD source file Options !
It will convert your video files to the dvd format readable by all
standard dvd players, then burn automatically to DVD!

I'm a little late getting into this discussion since your original post /
question goes back to late February, but I notice that no one has raised the
concern about your "59.97 --> 29.97 frame per second" conversion
requirement.
Are you sure your HD content is indeed encoded at 59.97 fps? This is a most
unusual situation.
Is it possible that you have your converter set for this value incorrectly,
and thus are producing the audio sync problem?

I haven't noticed this product mentioned. It is fee based;
trial available.
Although I rarely convert HDTV captures to DVD, I've done a few.
Since the program remembers my settings, it's virtually a one
button operation. I generally produce DVD9 or greater folders
and use another program to actually cut and write multiple
DVD5s, but ConvertX will also burn discs, if you so desire.
For camera video, especially short scenes of great grand
children, it produces a "wall image" menu that is quite nice, in
addition to processing batches of a/v in AVI containers.
Frankly, I don't even know what video codec is employed by the
camera (not mine) but I think it's motion JPEG?
The output quality varies by both the input quality and limited
user option (principally target disc size)
