Default rendering video

Which software does not rerender the whole video when editing.
I use Womble which flies through the rendering process and only slows down
at inserted transitions, etc.
What other software does this?

There are plenty of MPEG capable editing programs
that do "Smart Rendering".

www.ulead.com
their Video Studio series
www.magix.com
their Movie Edit Pro series

and a number of more expensive ones.
