You just burn one side then flip the disk over and burn
the other side.
To burn the files you mention they would have to be
around 4.38 GB or less each. If you want them to be
playable as normal authored video DVDs then each
side would be authored and consist of at least a
VIDEO_TS folder with the normal files.

I assume that you mean double layered.
I did something similar with DVDShrink in re-author mode.
I combined two halves of a movie that was spread over two disks on to one -
but I let shrink compressed it all down to 4.7 GB so in would fit on a
single side disk. we are talking movie only here.
If you didn't like the result of that, you could select DVD9 (8.5 GB) as
your target (under preferences) and generate a large iso file and burn with
ImgBurn and see if it sorts out the layer change for you (or read a help
guide) - I've not tried this yet but it should work.
I think that what's happen is you have a 700 meg file (avi-?) and when you
are going from AVI - DVD your program burns it to 2 DVD? If so I had the
same thing using AVS tools, I found that if you use the program "AoA DVD
CREATOR". I never burns them on more than 1 DVD and about 99% play very
well.......................
