I am making plans to move from VCR to HDD DVDR and I
would like to digitize my VCR tapes and then edit it
on my WinXP PC(create chapters, remove commercials, etc.).
Can (relatively inexpensive) video editing software edit
the video from DVDR? I'm assuming that means editing
the .VOB/MPEG-2 files? I don't expect to do much,
perhaps adding fade-in/out, reorder sections of video,
add space, etc..
If so, will it do it without recompressing (if I don't
do any image processing like fade-in/out)?
About 6 years ago I used Premiere Pro on a friend's computer
editing a bunch of AVI files. But my budget is more on
the order or $100 (a la Premiere Elements).

Both www.womble.com and www.VideoReDo.com have
MPEG editing tools that only reencode the parts that are actually
changed and are frame accurate editing tools. They both have
versions of their MPEG editing programs that will author (create)
simple DVDs. VideoReDo also includes features that will improve
MPEG files, repairing lip sync and making the video more DVD
compliant.
You might want to check out the features of the new Magix

What are the advantages/disadvantages to these compared
