What is the latest and greatest freeware for copying a commercial DVD over
to DVD+/-R?

DVD Shrink usually works, but if it doesn't then try DVD Decrypter.

RipIt4Me 1.7.10 (the last version)

Or you can try
DVDFab HD Decrypter

And use ImgBurn to burn/write it to a DVD disc
