Default Converting NTSC Region 4 to Region 1

Would DVD Shrink or DVD Decrypter be able to convert NTSC Region 4 to Region
1 or remove the Region setting all together?

You should be able to use either although I always rip to strip
macrovision & region free,
For dvddecrypter its in tools -> settings -> general
untick remove macro and change the region number

for dvd shrink you get the option when you come to "back up" the disk.

Presuming, of course, that you ARE in Region 1:

At least on my machine, DVDShrink balks at off-region
discs and asks whether you want to change your region.

DVDDecrypter and DVDFABDecrypter takes any region disc
and makes them region=0.
