All you need is DVD Decrypter and DVD Shrink both available from Doom9.
First Rip the dvd to your HDD with DVD Decrypter and then use DVD Shrink to
burn to DVD-R/+R disc. It doesn't get any easier.

You'll have that problem with most conversion programs.
Faster, cheapest solution, tell your pal to get a new DVD player, any
$50 new one will play PAL DVD's.
