I'm using linux rather than windows so I'm assuming that your downloads
are the same format - 480x272 .mov file
Not quite 16:9 but close enough.
I've just had a quick trial on my windoze machine and DeVeDe will work.
There are a lot of advanced settings but for this purpose the defaults
seem ok. Have a search for tutorials there are plenty about. see:
Since it has to convert the video it won't break any speed records but
it produced a reasonable .iso file which plays in VLC, so should be ok
to burn to a dvd.
Recommend Imgburn for this.

After I posted I thought - Are these get_iplayer downloads? I hope they
are. AFAIK the BBC has some way of DRM-ing when viewed in a windows
machine. This is nicely circumvented by get_iplayer. see:
I have installed the windows version on a friends machine and the only
snag was the firewall - there is a bit of handshaking before the download
but it does work.
