Can someone point me in the direction of a way to take a file (video) like an .avi or a .mp4, or a .wmv & 'stretch it out frame-by-frame' whereas I would be able to pull out individual stills and make .bmps or ..jpgs?

Goodle for "Screen Capturing" and hope you will find one. Or couple years
ago just about all screen capture program can capture just about anything
appears on screen, but lately only *few* can capture Video.
Some video player has built-in frame capturing which works quite well, and
I don't remember the name of several *freeware* screen capture programs
which I know they work. Or I just tested 2-3 few months ago.

load the file into VirtualDub and it has a menu item to transform selected

I have been using VirtualDub for years to correct the out-of-sync issue
(haven't used it for almost 2 years now), but didn't know it has the
screencapture option. Thanks for the information.
