Probably because the manufacturer of your DVD burner has "certified" that
particular Sony blank as capable of being reliably written at 18X. That is
reflected in the media code speed table in your burner, which Nero queries
when polling the drive for the highest write speed when that blank is
inserted.

firmware update to the drive, such as when making
it region free. You can get hacked firmware images
to upgrade many drives.
That said, I never burn at more than "Half Speed",
or to more than 80% of the disk.

I never use top speed either, mostly the one below max.
Having said that, I've read that burning with too low speeds can also result
in decreased quality. And quality has to be dominant.
