You will not find a decent slide scanner at that price. Period. Sending them
to a pro lab is your best bet

There are a lot of used film scanners on e-bay.
Minolta 5400 (but avoid the Mk II version)
Nikon 5000, V
various Canons. (Older models had a power supply noise issue that can
add noise to the image).
Look for:
scan densities of 3000 - 5400 dpi
at least 12 bits per color (36 bit) - 14 is a bit better
Digital ICE: esp if your negatives / slides are very dusty or scratched
Also, before buying a used film scanner, make sure there is Vista
support for it.
Go also to comp.periphs.scanners
You can consider some flatbed scanners as well that have transparency
capability. The better ones are expensive, but less so than film scanners.

I have no idea whether they would work with vista (work great with Linux)
but the Epson scanners do a good job and are reasonable in price. I'd
recommend you look around the Epson online store for a refurb. Should find
a nice one for around $100 - last year I picked up one that does up to
medium format for $150.

A few months ago I bought a Minolta DiMage Scan Dual IV on eBay, but it cost
about $300. I tried a lot of auctions before I was able to get that or a
similar one at a better price. Of course you could get lucky. :-)
