I need recommendations for a digital photo organizing software. I
am looking for software that can
1) Log my photos and assign a specific number of alphanumeric
identifier to each.
2) Allow me to print annotated photos in groups of 2-4 per page.
3) let me keep electronic notes, such as date taken, photographer,
description and other information.
4) Has a quick learning curve.
Is there software out there that can do this for me?

You don't say Windows or Mac.
On Windows, I'm using Thumbs Plus from Cerious Software. I use it for
all those except #1; for #1 I use Siren File Rename, a piece of free
software. (Thumbs Plus does have some batch rename ability I think,
but I've never used it because I've always wanted more complicated
patterns.)
I put the "electronic notes" into IPTC fields in the files, Thumbs Plus
has a first-rate IPTC editor.
I've got several binders of contact sheets I've printed via Thumbs Plus,
and I believe I can control the size and all. Mine are smaller than it
sounds like you want, so you might investigate how it works if printing
contact sheets with images bigger than your thumbnail size.
I don't recall having trouble when I first started using it, but I'm
good at software.
I recently went through an investigation of possible alternatives, and
looked at ACDSee and Imatch fairly carefully, and did not find reasons
enough to switch (Thumbs Plus doesn't pre-load photos in the background
for super-quick viewing, but I've found a workaround with slideshow and
some carefully chosen favorites settings that lets me go through my
initial sort fairly painlessly even if there are many hundreds of photos
to sort).
(Huh; Imatch is Windows only also, it seems. Yikes, and ACDSee appears
to be also. Hope you're using Windows, or I have nothing of any use
whatsoever for you!)

On Windows or Mac, there's Extensis Portfolio which is professional
level media management software. It is very powerful with tons and tons
of options on how media assets can be cataloged. Check it out at http://www.extensis.com

I checked out several and decided on ACDSee. It does each of the things you
mention, plus something that I required - keeping track of images that are
on CD's.
ThumbsPlus was a close second - both of them had 30 day eval versions, so
you can try both of them. The main advantage, I felt, of ACDSee was speed.
