The maximal file system size of a FAT16 partitions is 2GB. But Win98
supports FAT32 without a problem, so the answer is no. For more details than

Your camera however may be a different story. Most older models will not
support anything but FAT16 because at the time of their production 2+GB was
way beyond the designers immagination.
Not to mention that the standards for some memory card formats end at 2GB
and new standards had to be developed and published for larger cards. If the
camera doesn't know about those new standards, then at best it cannot use
the additional capacity and at worst it cannot use a larger card at all.
