What information do these .icm files in Windows contain? Is there a
specification published somewhere?

Image Color Matching Profile see: http://www.fileinfo.net/extension/icm

Looks like it is proprietary so I doubt if you can find a file format
specification.

This is the Image Color Matching profile, and defines the color
profile for devices like printers and monitors. Apple uses the ".icc"
file extension. Both are based on the ICC (International Color
Consortium) specification, and the specification is an ISO standard..

The current specification is available the ISO website.

ICC has a utility that lets you see what's in a .ICM file.
