Fix for Adobe Photoshop Elements Help not working (at last)

A solution is now available for the problem that some people
experience with the Help files not opening from Photoshop Elements 6,
Premiere Elements 4, and Audition 3.

Download and install the new DLL file provided in that Tech Note.
