Is there anything that can outperform Polaroid Dust and scratch filter for
automatically removing these blemishes from old scanned photos. My scanner
has FARE (ultraviolet detection and removal) but this does not work on B&W
negatives due to the silver content of the film. Thanks

It's always a trade-off between ease of use and loss of detail.
I've found this procedure to be a very nice compromise:

Several image-editing programs can do this. I use Paint
Shop Pro X.
