Default 4x6 printing problem - cropped edges

I have created a jpeg in photoshop (CS2) on a 4x6 canvas. The image
has three two photos placed in the middle with a colored background.
The two photos (different layers) have equal spacing in between and
from the outside borders. I tried printing this image at Costco,
Snapfish, Target, and Ritz Camera, but there was a problem in that the
edges were "cropped" too short (nearly 1/8 inch on each side). That
is, the spacing at the outside borders did not match the spacing
between the two layers. I was told by everyone that this is a
photoshop problem, but looks like it might be a problem with the
printing??? If anyone has any recommendations to fix this, please
post. Thanks!!!

What exactly does that mean?
If you have two 4 x 6" images on a page 8 x 10" It should print exactly
as you placed them on the page.
The images, however, should not be on separate LAYERS. Once you have
placed the images on your page just like you want them, FLATTEN the
layers. If you do not flatten, the composite layered image will be in
..psd format (CS2's native format). Commercial printers want the image in
..jpeg format. When you FLATTEN the LAYERS the image can be saved in
..jpeg format and your problem will vanish.

Thank you for the reply. Please let me clarify. The image that I
created is basically an invitation with two photos taken on my digital
camera (shrunk down) to fit the 4x6 canvas color background...I also
added text. So, it looks like the two images are "framed" in the
colored background and when printed there should be equal borders
around the entire 4x6 print. This does not happen. The layers are
flattened and saved as a jpeg.

At this point I think I should either bleed the edges and crop, or
bring everything in by about 1/8". I was wondering if there was
something more precise, and to know what is causing the problem.

What is happening is the overlap used to ensure you get edge to edge
printing. A better and more accurate method if you are using bulk
printing firms is to lay out your work with crop marks for printing on a
5x7. It will cost a little more and you will have to trim them yourself
but at least you will get what you want.

Take a look at this, I think it describes your problem. IMHO, I think
your last paragraph solves the problem. Just dd an additional 1/8 inch
border to your print.

I know from experience that Noritsu, and many mini-labs need a 3% border to
correct this issue. What I normally do is create a blank layer below my
image that 103% of my wanted image. The 103% is 4x6 (or 5x7 etc) so the
actual image is 97%. I don't know why, but its the reason.

The bulk minilabs print slightly bigger than the paper (ie
chopping a little bit off) so that they can guarantee that
the image goes to the edge of the page. The way to correct
it is to make your image with this in mind - ie, make your
image 4-1/8" x 6-1/8", and then put the stuff you want in
the 6x4 area. Note that the 1/8" above will vary depending
on the lab, and you may have to do it by trial and error -
it could be 1/8", 3/32", 5/32" etc.
The other way around it is to select prints with a white
border. Depending on your application, the white border may
or may not be suitable, but it will guarantee that whatever
goes inside the white border will be your complete image.

The other solution is to simply get your own printer, and print on a
larger page - ie. a 4x6 print on 5x7 paper. Then let your scissors do
the rest!

Expensive way to do it though - Ink & Paper for most of the
home printers will cost you anything from 3-5x per 6x4 print
vs photolab printing, plus the cost of the printer.
