I tried searching on the net for this but to no definite conclusion.
Does the 400d allow you to select an autofocus point off-centre? I have
read that it has 9 auto focus points, but does this mean that you can set up
to nine at once and, if you want, use only one? I have used a 20d before
and this had about 16 points (I think) where you could have the camera
autofocus on and use only one at a time.

Yes, you can choose to use only one at a time on the 400D.

I set my 300D for center focus and it only takes a split second to set
the focus on the subject, recompose the shot and take it. I have done
it this way for so long it is second nature for me.

My experience (300D and 5D) is that the Canon APS-C cameras have the
leftmost and rightmost (on the long axis) AF points in much better positions
than the 5D. With the 300D, they worked well, with the 5D, they aren't
spaced wide enough.
You will have to focus and recompose a small amount, though, depending on
the subject.
