Default XPS420 tv tuner problem

I just got I had a reburb (scratch and dent) XPS 420 with ATI Theater 650
Pro Tuner for a few days.
I initially connected cable TV only and Media Center was ok.
Today I got an amplified antenna for the HD function.

I have cable and amplified antenna connected properly.
Media Center scans for and detects HD stations, but they aren't listed in
the Program Guide or Live TV.

I did the online chat but they could not resolve the issue and had someone
call me.
We swapped cable connections, set up Media Center again, rebooted but his
final answer was that my hardware is ok but I need to reinstall Vista.
Dell's response has been good, but I don't like that answer.

I tried System Restore to it's earliest point.
No joy, every thing is still the same.
I'm looking for other suggestions, otherwise I'll probably retune it.
