To purchase a Vostro notebook for business, is it necessary to have a
business, or can anyone buy these?

anyone can buy them. they do require that you enter a company name. you
can make something up that amuses you or you can just use your own name in
that field. be sure to check out the 'smart values' which are usually
better pricing that configuring a system from scratch (but might not offer
the exact configuration that you want).
