Have you done the obvious:
1) Tried a different mouse
2) Tried a different USB port
Also, are you sure it is the mouse or is the mouse pointer the symptom.
When it locks, can you still type?
First and foremost, you didn't list your OS, but I'd bet on Vista. I
would also bet you have indexing still turned on. This is the classic
symptom. If so, turn it off fast.
Let us know a little more.
Also, you either have an E6600 Dual core or a Q6600 Quad core. Q6600
can't be a dual core. I'd bet on the quad core, which leads me to
Vista, which leads me to indexing.

indexing was first to go off. I have tried different USB ports to no avail.
Havent tried to type when it hangs. I have googled this problem and lots of
people have it at different times. The only fix I have so far is to unplug
and replug the usb mouse. I dont have PS2 ports, btw. Thought maybe someone
on this newsgroup was having the same problem or knew about it and could
help. So far no solutions.
I did read that it might have been a MS patch causeing it but noone knows
for sure or which one.

I have two identical E6600 XPS410/D9200 computers. I've run them with
XP Pro and Vista Business and Ultimate, all flawlessly for over a year.
I also have two Q6600 models of the same machine. Same success.
No problem with any USB mouse I've thrown at them.
I'm assuming you've tried different mice? Personally, I'd bet on some
conflict with other software. From what I recall, you do have software
for your keyboard. If so, try removing it and seeing if the problem
goes away.
I don't think it is a hardware problem, or it would be a lot more
common. Feels like software to me.

Had a mouse in the house the other night. Set a trap for it. No cheese. Used
chunky peanut butter. A very dead mouse the next morning, but no USB connector
on it, just sort of a serial port with an analog I/O structure.
I don't know how to set a software trap for a misbehaving USB mouse. If the OP
has gotten the same result with two different mice known to be operational, then
the software somehow got hosed. This is all too common with Windows. There
is nothing worse than a hung mouse, although certain female mice might think
otherwise.
I also had an unusual (for me anyway) experience when I installed an optical
mouse to replace the old-time roller ball mouse I had used for years. I kept
the same mouse pad, which had areas of light and dark colors next to one
another. The optical mouse reacted to the change in color by jumping somewhere
unexpected on the screen. I replaced the mouse pad with a dull monocolor one,
and the mouse no longer jumps. Almost an Ambient for the mouse... Ben Myers

alright, I've been doing a lot of searching and this seems to be the only active topic on the subject.
I don't have a dell, I have a custom computer: Abit k8n SLI MB, amd 4000+, geforce 7950gt, and a logitech mx518 mouse. Xp Sp2
My mouse will randomly freeze, I hear a USB disconnect, then a few seconds later, the USB connect chime. I had this happen with my old logitech 3 button, and bought the mx518 hoping it was just a bad mouse. It was good for about 4 months and it started doing this again. I just replaced the motherboard thinking it was a bad usb connection. problem came back with this new one. I was overclocking, then I went back to stock settings and the problem was still there.
I tried disabling hardware acceleration in the display properties, no dice.
I took of write combining, nothing.
I've tried other mice and all of my usb ports on both of the motherboards, didnt help.
I've used just windows drivers and ive used logitechs drivers, done the same for the chipset drivers and the graphics card drivers.
Mouse works fine in other computers
I've reinstalled windows and that didnt help.
I've checked the IRQ's, video card shares irq with soundcard and ethernet port(which i dont use). USB has it's own irq #
My next step is replacing the vid card, cuz aside from the hard drives, that's all thats left.

i found numerous suspect items in his list when he posted them earlier.
perhaps you should post your list of running processes and startup
entries and compare what's in common. use hijackthis.exe
when you said you reinstalled windows, you used the same harddrive??
did you wipe the entire drive clean, all partitions first, and do a full
format? how do you know you dont have a root kit or boot partition
malware??
why dont you get a brand new spare hard drive, and rebuild windows on
there. and then see what happens.
Robert, did you even try and temporarily remove or disable any of the
items i pointed out to you?? i know you said you "checked them out"
but the fact that you recognize the names, and got installed with a
product you downloaded or purchased is not enough.
you'll be surprised how horribly interfering some of those products can
be.... so you need to do some detective work. disable everything and
see if the problem goes away. then slowly put things back until you see
the problem reappear. if everything is disabled and removed and you
have the same problem, then perhaps you have a rootkit also. did you
try replacing your harddrive ?
i sell about 4 computers a week, service numerous clients all over the
NY area, and have never seen the problem you both are describing.
Worst i've seen is on one of my mice, a new logitech laser mouse acts
weird, skips on the screen, and sometimes refuses to work, then it
decides to start again. almost like the battery is dead, but battery
tests fine. no usb disconnects ever on any mouse. i attribute my
problem to either a bad unit, or interference from the other wireless
mice on my desk. (i have about 3 others). Other mice work fine in that
same computer.

When I reinstalled I did delete the partition and did a full (not quick) format using the windows xp cd.

just install straight windows and nothing else?
