We have a Dell Dimension 8300 PC running Windows XP Professional SP2.
There are several USB devices connected to the machine. Lately, when a
USB
card reader is connected to the machine, the computer will take 10
minutes to boot.
The card reader is also not recognized by Windows XP.
Is there anything that can be done to fix this problem?

It is likely trying to boot the card reader. Check in the BIOS for the
boot order and make sure the USB card reader isn't first and isn't even
an option.
As for not working in Windows, perhaps it is defective.
