I'm thinking of getting an ATI Raedeon X1650 pci-e card. Will
this work on my system, or do I need to look at a lower number, like
the X1300?

It will work fine, in fact the X1300 is mediocre. Personally I prefer
nVidia, but that should be a nice midrange card

Mostly as an upgrade to my X300 that came with my 8400. A bit
specifically for use with the Silent Hunter 4 game. I can play it fine
right now, but I do have to use the lowest graphic settings. With a
better card, I rev the settings up a bit. :-)
I picked the X1650 because it only requires a 350 watt power
supply, so I don't have to buy a new one, which I can't afford at the
same time as a new card. And there's bunches of 1650s on eBay fairly
cheap too.

You don't need a new power supply. Dell seriously underrates their
power supplies. It's the equivalent of about a 450 watt power supply
from any other vendor.

The difference is peak vs. sustained. Most power supply companies
(every one I've seen except Dell) report peak. Peak is the wattage it
can sustain for a very short period of time, for example, when the
machine is first starting up and everything powers on.
Dell, on the other hand, reports sustained. This is the amount that it
can run 24/7 forever. Much lower than peak. The card vendors expect
the rating to be peak, so they say they want a 450 watt power supply,
for example. Dell's 350 more than qualifies.
I've had an nVidia 7600GS running in my 8400 for a year. Easily
requires the same power as your x1650.
