i agree.
i also looked on dell.com and see no mention of any usb modem offered.
however, if they do offer something it is likely one of the two i mentioned.
i don't know of any others in this form factor on the market.

There's a picture of the modem on Dell's Canadian site. Even though it's on
the Canadian site, I'm presuming it's the one your sister would have gotten
if she'd purchased it with her laptop:
