I'd like to make sure the one I got is the one I paid for. I've heard of people not getting what
they ordered.
It's an Optiplex 755 Minitower. There is a large heatsink with maybe a processor fan. I don't see a
processor inside.
The System Properties screen in My Computer shows the right processor model no. but I don't know if
it gets detected and printed there or if it's just a screen where Dell prints what the processor is
supposed to be.

Power off. Power on and press F2 at the Dell splash screen to enter BIOS.
Windows should be reporting it properly. It does even after a reinstall
of just the OS.
I've NEVER heard of Dell shipping other than the ordered processor. Not
once.

There is a free program I have used for several years called Belarc
Advisor http://www.belarc.com/free_download.html It will tell you
everything you would ever want to know about your computer.

It's under all that stuff. You can take it off and look if you want, but
you'll have to disturb heatsink compound to read the printing on the CPU.
This is a drastic solution and I don't recommend you do it.
*WARNING*: Do NOT for any reason power the system up with the heatsink
removed! It won't matter what type the processor is after that--and that
will lead to an expensive lesson.
The CPU type can be queried in software--the Dell System Setup tool, Belarc
Advisor and CPU-Z will all do the job. System Properties in Windows will
also tell you what the actual CPU reports--this is not prefilled by Dell.

I agree. I think the OP is getting a little too paranoid IMO.

The suggestions by others in this thread are on the mark. Personally
I'd check the bios but if you don't believe that then, crack open the
case and read the writing on the cpu stamp. And if you don't believe
that then you'll need to benchmark the chip with some software
(perhaps recording it's read, writes, voltages, etc...) and compare
that to the written specs for the chip you paid for.
