Under windows XP:
navigate to the device manager, select the dvd drive, there should be
an option in there somewhere to change the region code. You get a
total of 5 changes.
A region free hack MIGHT be available for the dvd drive in question.
IF you don't mind voiding the warranty on the drive. and IF you have
the wherewithal to track one down.
You are looking at the wrong thing. It's not the laptop that counts,
it's the DVD drive. So the question should be "does anyone know how to
change the dvd region on a {manufacturer} {model} dvd drive?"
On almost all drives, the region can be changed 5 times and then it
locks forever. On some drives, total unlocking is possible, on other
drives it's not. There are entire web sites devoted to this, do a search.

Removing the region lock does not break the law. It invalidates any warranty on
the drive. What someone does with the drive after removing the lock may break
the law in some countries or states... Ben Myers

The DMCA, for one. Makes it illegal for you to modify or circumvent
protection schemes in hardware, firmware and software. And that's just
for starters...
Of course, I don't think anyone would really try to prosecute you for
hacking your DVD player to play legal non-Region 1 DVDs... For one thing,
this would give the judge a chance to strike the DMCA off the books
entirely since it arguably violates the first amendment and older
pre-existing copyright laws.
