Could be that your IDE channel/device has reverted back to PIO mode.
Check this:
Make sure the secondary drive 0 or 1 is set to auto in the BIOS.

Is the problem limited to just one disc or all of the discs you've
tried? Does the drive itself seem to be having trouble reading data
from the disc? (Start playing a disc, turn down the sound and see if
you can hear the drive running--it should sound fairly even. If the
drive is throttling up and down frequently there is something wrong
with it or the disc...)
Make sure your computer has enough memory installed to run the DVD
decoding software. If you are using Windows XP, you should ideally
have at least 512MB of installed memory. Anything less may result in
performance problems.
As others have mentioned, it would definitely not hurt to go into the
BIOS and make sure that the IDE channel to which the drive is
connected is enabled. I would also suggest making sure that the master/
slave/cable select jumper at the back of the drive is set correctly.
The setting should be "cable select".
If the sound is OK while the video is choppy, check to make sure that
your video card/chip drivers are up to date. Also check any fans that
your video card may have--if they aren't running or are plugged up,
the video card may be slowing down to protect itself.
Finally, try another DVD decoding package. Perhaps the one you have
just doesn't work efficiently. A good, free alternative is the
VideoLAN project's VLC media player, available at http://www.videolan.org/.
