Does the Dell Inspiron 15 Laptop come with an adaptor to connect to a
wall outlet, or does this have to be ordered separately?

All laptops come with a power supply.

yes, and it is a universal 110/200v adapter. that means when you travel
overseas all you need is the appropiate plug adapter but not another
transformer.

ummm...it has a touch pad. a mouse can be easily added with a usb reciever.
