Is there a good tool to do a complete backup of your XP settings, Outlook
Express, Internet Explorer ect ect.. and even personal files,( which I could
easily just do manually.)
I've used some third party software when moving from one xp machine to
another..

You'll probably get better advice, but I would do that kind of thing
manually.
If you're doing a fresh install on the same computer, you might want
to take an Acronis True Image 10 image just in case you forget
something important and want to go back (which is doubtful).
Of course you know that an external hard drive really simplifies the
process. I also put all my installs on an external hard drive making
it easier to move to a different computer (I do it on the fly, as I
need the apps).
I don't know how hard it is to move Outlook Express between computers.
At one point a long time ago it was pretty complicated, so I decided
to use Outlook which stores everything in a .pst file.
If you have complicated routing rules in your e-mail program you might
want to export those -- that's the way Outlook does it.
As you do it you may want to make a list so it will be easier next
time. You probably want your web browser favorites (or if you use
Mozilla there is a much better way using FoxMarks).

For Windows, use the "Files and Settings Transfer Wizard" (part of XP).
For Office, use the "Microsoft Office Save My Settings Wizard" (part
of Office ... in Office Tools). For files, just burn them to cd or dvd
optical media. Of course, an Image backup (Ghost, Acronis TrueImage or
PowerQuest Drive Image) saves everything in a format that allows both
total restoration and individual file access.
