Default B130 power adapter ?

I can not remember if the red light comes on when the power adapter
is plugged in to the wall only or if it has to be connect to the
both wall and battery for the light to come on?

Which is it?


About 4 months ago, I replace the original installed battery with
a new battery, just this week I replaced the wall adapter with a
refurbished adapter.

After connecting the adapter it started the charge cycle and did
charge so I was able to use the B130.

Now I connect for the 2nd time and nothing. The red adapter light
does not come on to give notice that the unit is charging. (I was
not paying attention the 1st time, I missed it!)

All info and help is appreciated.

I'm pretty sure it should remain on anytime it's plugged to the wall:
