Windows Mail and HP PocketPC

Hello everyone

I've been looking online for an answer to this questions:

Can I synchronize my HP Pocket PC to Windows Mail? and if not why not?

Is the only way to sync the HP Pocket PC through Outlook? if yes why?

I bought a Pocket PC a while a go but I haven't been able to make it work properly. Thank you!
