Software problems after changing the power supply!

My power supply started producing strange sounds from a week ago. At first, I thought the sounds come from the power supply's fan. So, I didn't pay much attention. Then, my computer started behaving strangely (e.g.: I got restarted automatically many times during the work) So, I opened the computer case and looked at the power supply. I realized that the fan is working properly and this sound comes as a result of some sort of electrical malfunction.
So, I decided to change the power supply. I got a new one and installed it in my computer. Then, when I booted Windows and tried to open My Computer, it just waited for ages. I was suspecting that my hard drive is going to be damaged as the result of malfunctioning power supply. I tried to log into the Windows using Safe Mode but it just kept restarting. Finally, I reached a point that I realized there's nothing else I could do but re-installing Windows.
So, I re-installed Windows and was hoping that it would work properly. But it didn't. Here are the symptoms:
1- When Windows boots up, after like 20 minutes, I get "Unhandled Exception" errors in "Mscorsw.exe" and "vsjitdebugger.exe".
2- Sometimes, when I try to run some programs, they don't load into the memory. So, I have to double-click on them many times until they get loaded. I don't have this problem when the Windows boots up first. But after a while, these problems come up.
3- The programs I run using the above method exit automatically sometimes.
4- Also, when I try to run the Task Manager using Ctrl+Alt+Delete, it comes up and then exits within a second. I've to do it several times until I can load the Task Manager.
I suspected that this problem is not a software problem at all and it must be related to the hardware. The first thing that came into my mind was the RAM. I downloaded a software from Microsoft that completely tests your computer RAM. It checked every cell of the RAM during start-up and reported no problems. I also checked the Hard Disk using Norton Disc Doctor and every sector seemed to be fine.
I really have no idea what is wrong inside my computer and why I'm getting all these problems. I'd really appreciate if somebody helps me with this matter.
When you installed windows obviously you reformatted and then you installed Windows at this point how was the computer running prior to installing the mobo drivers and even any programs, did this behavior start after installing a specific program, service pack update etc.
Mscorsw.exe is a process belonging to Microsoft .NET Framework. This program is a non-essential process, but should not be terminated unless suspected to be causing problems.
vsjitdebugger.exe is a process associated with Microsoft® Visual Studio® 2005 from Microsoft Corporation.
Windows boot up after 20 minutes.. some bottle necking here, I think I'd be going back to basics here, check all the mobo settings, check CPU and FSB in Bios..... check the hard drive, have you not got one to lob in just to try, we're not concerned about the o/s nor the correct mobo drivers here, we just wanna see what happens or try the hard drive in another unit, are we using the right IDE hard drive cable?
Disconnect all USB devices and disconnect any other hardware like CD ROM and PCI cards etc so that there's just the hard drive is a good start.
There's no bad caps in the mobo by any chance, their tops should be nice n' flat see Bad cap's in mobo's
