Problem getting mouse to work with USB Hub

Running Windows 98 on Presario 5020. When I plug a USB mouse into the USB port the mouse works. When I plug a USB hub into the USB port and a mouse into the USB hub, the mouse doesn't wok. Can someone tell me why?

Maybe USB hub is not working or need drivers for Windows 98. Lots of USB hardware need drivers for Windows 98.
