Problem With Compaq Presario R3200

I am trying to help my young grandson with his laptop. Windows will
not open. I get a screen for booting in safe mode but it won't boot.
A blue screen flashes by so quickly I can't see what it is.

I've tried restoring defaults and testing the HDD, which tested ok.

How can I get to the command prompt so I can look at what may be
causing the problem? I am not familiar with this computer at all.
