Yes, Have on board VGA (that's what's running this now)

3. IN the BIOS, set the primary display card to on-board VGA
4. Save and boot into Window$ once
5. do NOT install driver

I made a mistake.
The P4C800 Deluxe does not have on board VGA
I should have said the new Sapphire HD3850 is running in the VGA mode with
no drivers installed
what should i do now?

Had exactly the same problem, the 8.1s supplied with the card worked, but
no others - not even the hotfix ones from Sapphires site.
I'm sticking with the supplied ones for the time being.

I haven't personally dealt with the problem, but I think that the newer
Catalyst versions may have trouble with some AGP cards on some motherboards.
It may be worth trying a "hotfix" version (32 MB):
