Default Black Borders on sides of screen

Hi,

Recently I have bene getting really big black boders (about 3 cm on
each side) on the sides of the screen with all resolutions apart from
ones 800x600 and below. It did happen before with my monitor but I was
almost able to get rid of them using the ati control panel screen
adjustment settings....but now even with the monitor streched to 100%
they won't budge....

Is this a common thing?
