9600 Pro won't stay in TV Out mode

I have a fresh instal of XP Pro SP3 and I have taken an image at this stage
so everything is set except my video drivers, I like the old control panel
not the catalyst one so have been using old drivers but for the life of me i
can't get TV Out to stay set, i can get TV Out working fine but once you
reboot you loose it and this never used to happen in my old copy of XP (Pre
format), I am at a complete loss, can anyone help me please I have even used
the latest drivers (with catalyst control panel) and still nothing, it's
doing my head in.
