You were quoting that a bit out of context weren't you. I
thought in context it was fair advice "Please: do not do
anything rash. I have seen a lot of reports of people who
reformat and reinstall when they run into this problem, losing
all their data in the process. There is often no need to do
anything that drastic. First read this post, and see if anything
here helps you. If not, call Microsoft's technical support line
and see if they can't help you. "

In any event I posted here as I thought it would be useful if
anyone else was having similar problems after installing SP3. I
must admit I had no difficulties with any of my HP or Acer PC
but mine all have Intel processors.

Just out of interest, I have an Acer laptop with AMD Turion processor and
it did not go into the continuous reboot scenario. Good job really
because I updated it yesterday and only just read about the problem :-)
