Default Query on fan speed and cpu temp

I am running an Athlon XP 2000+
Not sure of the fan and heatsink make and model.
Monitoring with Speedfan 4.34
Logging cpu temp and cpu fan rpm

Yesterday's SF log of about 4 hours ending with a crash (electrical outage,
fwiw) with 15,413 samples, showed:

CPU temp variation -- 40 - 45 degrees celsius (104-113 F)
CPU fan speed variation -- two, 4821 & 4963

Today, with electricity restored with log 2411 samples :

CPU temp variation -- 46 - 62 celsius (115-144 F)
CPU fan speed variation -- 0 -- 3924 with a mean of about 1964

I cleaned it 9 days ago and it was revving 4900-5100.

I cleaned it again this afternoon before these last samples, thinking it may
have picked up loosened material from the previous cleaning.......

I have rebooted cold and warm (you never know)

After several temperature shutdowns about 10 and 11 days ago (BIOS) I am
running the computer case side off and replaced by a -- wait for this --
clean furnace filter with a desk fan blowing at an angle past it. (angled
partially through the filter)

No fan noise or anything.

Should I consider the fan a loss?

Visionly inspect whether the CPU's fan is working?

If it isn't. Time to change fan.

Further followup..........

Two days after I sent this, I noticed that the fan was running between 4821
and 5114.

Besides worrying about how low of an RPM it was running (and the CPU was
showing HOT), and thinking of replacing it, i did.......nothing.
