Default Is SP3 disabling progrma which do not have MS certified drivers?

After upgrading to SP3 on my genuine XP Prof my Belkin card reader F5U249
would not load any folders. I reloaded the driver which is not MS certified
and the folders appeared for a few seconds then disappeared.

Is this anything to do with SP3?

Personally I would doubt that SP3 had anything to do with it. I would
uninstall the Belkin driver and let Windows find it and possibly load its
own driver.
