Theres a thing called total recorder which claims to record sound from
any source. Also I always record sound from my TV card which also has
a radio. I have two outputs for sound -- one a rca output using a
plug out from TV card into your sound card IN.

Another way is theres a small pocket for a CD sound style wire plug on
the card itself INSIDE your PC. You can use that and plug that into a
similar plug on your sound card usually INSIDE you PC case.

Total Recorder does record anything that can be input through the sound
card. You will need a radio with a headset output jack. Plug a cable from it
to the line in of your sound card. The music will then play through your
computer speakers.

Total recorder will allow you to record on a variety of formats. I have used
both .wav and mp3.

Save file on the HD and them record to CD.
